Constitution of the Korean Graduate Student Association of the University at Albany, SUNY |
Article 1: Preamble The Korean Graduate Student Association was reconstituted in the fall semester of 1999 to increase close cooperation and unity among Korean graduate students of the University at Albany.
Article II: Name The name of this organization is the Korean Graduate Student Association (KGSA).
Article III: Purpose The purpose of the Korean Graduate Student Association is to foster friendship and social interactions among Korean graduate students and other graduate students of the University at Albany. The KGSA provides opportunities of better academic life to the members and better understanding of Korean cultures to other students and community.
Article IV: Membership Section I: Rights. All members have a voting right and eligibility for election and the duty to obey this constitution. No graduate student shall be excluded from participation in or be denied the benefits of Korean Graduate Student Association.
Section II: Members. A regular member is defined a full-time graduate student of the University at Albany who is Korean or has interests in Korea. An associated member is defined a part-time graduate student of the University at Albany who is Korean or has interests in Korea. An honorary member is defined a faculty or visiting scholar or staff of the University at Albany who is Korean or has interests in Korea.
Article V: Officers Officers and Their Duties President: One person. The President represents the KGSA and executes overall events. The president has a right to sign up all kinds of contracts related to the events including purchasing. Vice President: One person. The Vice President assists the president in the performance of his or her duties and, if a temporary absence of the president occurs, may take over the duties and president. Treasurer: One person. Treasurer shall be responsible for assisting the President and the Vice-President, maintaining membership list and keeping records of activities. General Secretary: One person. General Secretary shall be responsible for assisting the President and the Vice-President in organizing and executing events. General Secretary will make and keep a record from every meeting of KGSA. Webmaster: One person. Web master shall be responsible for updating and maintaining the KGSA homepage.
Elections and Nominations Eligibility: Officers are constricted in KGSA members. The current president of the KGSA must send a letter to members announcing the election of new president from 60 days to 100 days prior to the end of his or her term. The election will be based on the majority rule. A candidate who is favored by majority voters of the participating members in the election. The election will be held when at least one fifth (1/5) of total members participate in the election. The new president has to be elected at least 30 days before the current term ends. The president has right to appoint the Vice President and organize the executive board consist of KGSA officers.
Term The term for all KGSA officers including the president begins on August 1st of every year and ends on July 31st of the following year.
Vacancy The Vice President takes over whenever the President is unable to work for the remaining term. The President has the right to appoint another vice president and other officers when there is absentee positions for the rest of the term.
Removal An officer cannot be removed from his or her position against his or her will and desire during the term. However, the President has a right to remove an officer who violates the constitution of the KGSA.
Article VI: Meetings The meetings should be held at least once a month. The president can organize other special meetings. A meeting will be proceeded when one fifth of members participate in the meeting. A record from every meeting will be kept by General Secretary to provide continuity and accountability of the KGSA. The President or the Vice-President will take the chair of the meeting. Proceeding raised in the meeting will be passed if more than one-half of participating members in the meeting agree.
Article VII: Funds Source of Fund The funds of the KGSA, other than funding from GSO SCORO, will be collected in the form of membership fee and in the form of fund raising such as donation and sponsorship. Funds allocated by the SCOR will remain under the auspices of the GSO.
Membership fee The KGSA has the right to determine the amount of membership fee. All regular members are encouraged to pay his or her annual membership fee.
Fund raising The KGSA should establish a fund committee. The Vice President takes charge of the fund committee. The fund committee determines fund raising plan and executes fund raising activities. The President or the Vice President retains the collected fund under the auspices of the fund committee if the KGSA does not have an official bank account. The fund raised by the name of the KGSA should be spent only for events and activities of the KGSA. However, donations designated for special purpose shall be used for the purpose. If there is surplus, it can be used for other activities with agreement of more than one-half of participating members in a meeting for the surplus issue.
Article VIII: Rules and Regulations The KGSA shall abide by all applicable rules and regulations as set forth by the University and the GSO, and under the privileges granted by the University at Albany, State University of New York. The GSO will not be held liable for any non-sanctioned events.
Article IX: Amendments Section I: Constitution. The Constitution and any Constitutional Amendment shall be approved by ¾ of the participating members of the KGSA. Section II: Operating Procedures/Guidelines. The operating procedures/guidelines shall be adopted and amended by a simple majority of the participating members of the KGSA. |
